Stantec Consulting Ltd.
CES 2003 Brian Eckel Award of Merit in the Project Partnering Category
Quance Street / Pilot Butte Creek Relocation, City of Regina
Project Description:
- The project was constructed to provide enhanced east-west traffic flow, provide additional access to businesses, and to optimize development opportunities.
- Approximately 1,200 m of new roadway and 500 m of new Pilot Butte Creek channel were constructed, as well as connections and revisions to existing roadways, domestic and storm sewers.
- The $3.5 million project was constructed over two seasons, due in part to the magnitude of the project and staging considerations for business access.

The Judges´ Comments:
- This is a good example of how a consultant can resolve a number of issues and concerns through good design and effective leadership.
- The project involved many private and public stakeholders and the proposed solutions met their needs.
- In this case, the parties were the City of Regina, three landowners, adjacent business operations, Saskatchewan Highways and Transportation, utility companies and both federal and provincial regulators. This project not only demonstrates, but emphasizes, the increasing importance that public input and acceptability has on engineering solutions.
