Intake Twinning Project Buffalo Pound Water Treatment Plant - Phase II Expansion

The Buffalo Pound Water Treatment Plant (Treatment Plant) is operated by the Cities of Regina and Moose Jaw (Cities). The Treatment Plant provides drinking water to the residents of Regina, Moose Jaw and surrounding rural communities. The Treatment Plant obtains its raw water from an intake structure located on the south shore of Buffalo Pound Lake. The intake structure is connected to a pumping station via a 1370 mm corrugated steel pipe. The intake structure and connecting conduit were constructed in 1951. Due to the age of the intake facility and the need to provide system reliability, the Cities decided to construct a second independent intake structure and conduit.

UMA Engineering Ltd. was engaged by the Cities to undertake the design of the second lake intake. The scope of work included hydrologic review, water quality assessment, regulatory consultation/approval, assessment of construction methods and water quality impact to existing operations.

The final design incorporated a number of unique features such as a lake water sampling/monitoring system and siltation curtains to minimize water quality impact. As the result of various specific site assessments and design optimization, the length of the intake conduit was shortened by 55% from an earlier design completed in 1987. Based on the actual tender value, substantial cost savings were achieved. The project was successfully completed within schedule and on budget. The end product is an economical and reliable intake structure/conduit that will meet the long term needs of the residents of Regina and Moose Jaw.

The Judges' Comments

"This project exhibited innovation, a high degree of difficulty and technical excellence. Specifically, the innovative use of a floating siltation curtain, to protect the existing inlet; the difficulty of dealing with soils that were inconsistent and unstable; and the technical skills in monitoring water quality were noted. This resulted in a shorter intake run with substantial savings."
