SGI Safety Engineering Studies Project

Between 1996 and 2001, Saskatchewan Government Insurance (SGI) retained Trialpha Consulting Limited to undertake intersection safety studies at fourteen of the highest-collision intersections in Saskatoon, Regina and Prince Albert. The intent of the SGI initiative is to promote a safer environment for roadway users and reduce the number and severity of vehicle collisions at the study locations.

The studies examined engineering solutions that would resolve recurring collision patterns through some means of intersection modifications, signal timing changes or provision of signage. In most instances, modifications could be provided at low cost.

Joint City and SGI funding has facilitated the successful provision of safety improvements. The process has been a win-win undertaking, with each municipality receiving new funding to address traffic safety issues and SGI benefiting from reduced insurance claim costs. It is estimated that a benefit-cost ratio of up to 7:1 will result from proposed measures (i.e. for every one dollar spent on countermeasures, a reduction in insurance claim costs of seven dollars is anticipated).

The Judges' Comments

"The project combined the interests of two divergent stakeholders through comprehensive and detailed engineering to tackle a concern all too often considered minor .. "intersection accidents will happen". The combined efforts, with minimal costs, reduced injuries to users, expedited traffic flow and reduced insurance pay-outs. The work was so successful that the studied intersections reduced accidents by 80 to 90 percent, greatly reducing personal suffering. The achieved return on investment, cost of accidents eliminated over 5 year period / cost of construction was in the order of 7:1"
